Indonesia Introduces New Guidelines for Foreign Testing Labs in Telecom Certification

Indonesia's Ministry of Communication and Digital (KOMDIGI) issues Ministerial Decree No. 13 of 2025, establishing guidelines for foreign testing laboratories in telecommunication device certification, effective from January 1, 2025, to December 31, 2026.The decree provides clarity and structure to the telecommunications equipment certification process, ensuring compliance with Indonesian technical standards.


Key Developments:

  • Authorization of Foreign Testing Laboratories

The decree authorizes non-Mutual Recognition Agreement (non-MRA) foreign testing laboratories for telecommunication equipment certification.

Laboratories must have completed re-registration or verification processes by November 1, 2024, to be recognized.


  • Validity Period and Future Updates

The regulation is valid until December 31, 2026, with a re-evaluation and update of authorized laboratories planned by the end of 2025.

Starting January 1, 2027, only reports from MRA National Testing Laboratories will be accepted for certification.


  • Conditions for Test Report Usage

Test reports from recognized foreign labs can be used as supporting documents for SDPPI/DJID certification applications, provided testing aligns with specified device types and scopes.

Digital signatures are required on all test reports issued from April 1, 2021, onward to ensure document security.


  • Impact on Existing Regulations

The enforcement of this decree revokes and invalidates Directorate General Regulation Number 109 of 2024 concerning the recognition of foreign testing laboratories.
