Saudi Arabia Introduces SALEEM Product Certification Scheme and SABER Platform for Import Compliance

Effective January 1, 2019, Saudi Arabia's Standards, Metrology and Quality Organization (SASO) launched a new certification program to streamline the import process for regulated products.



In a significant update to Saudi Arabia’s regulatory landscape, the Saudi Standards, Metrology and Quality Organization (SASO) introduced the Saudi Product Certification Scheme, also known as SALEEM, on January 1, 2019. The program mandates that importers seeking to bring regulated products into Saudi Arabia must complete certification through an online portal called SABER, replacing the previous SASO Certificate of Conformity (CoC) program.


Through the SABER platform, importers are required to initiate the certification process by registering regulated products online. They must select one of SASO’s Approved Notified Bodies to oversee and validate their certification requests.


Regulated Products under SALEEM


The SALEEM certification scheme currently applies to a broad range of products that require compliance verification before they can be imported into the Kingdom. The list of regulated products includes:


  • Children's Toys

  • Electrical and Low-Voltage Equipment

  • Household Electrical Appliances and Equipment (with additional energy efficiency requirements)

  • Lubricants

  • Detergents

  • Paints, Dyes, and Varnishes

  • Electrical Panels and Self-Balancing Scooters

  • Building Materials:

    • Category I: Metals and Alloys for Construction

    • Category II: Insulation and Cladding Materials

    • Category III: Hydraulic Connections

    • Category IV: Bricks, Tiles, Ceramic Sanitary Ware

  • Degradable Plastic Products

  • Gas-Powered Devices and Accessories

  • Energy Efficiency Standards

  • Water Conservation Devices

  • Energy Consumption and Data Registration for Vehicles and Tires

  • Truck Barriers

  • Electrical Elevators for Buildings and Facilities

  • Trailers and Semitrailers

  • Auto Parts

  • Electric Vehicles

  • Vehicle Maintenance and Repair Classification

  • Textile Products

  • Entertainment and Gaming Devices

  • Small Solar PV Systems

  • Personal Protective Equipment (PPE)

  • Electrical Batteries

  • Limited Production Modified Vehicles
